Parole Decision for Raymon Youmaran

The State Parole Authority has determined releasing Raymon Youmaran to supervised parole with strict conditions is appropriate and in the interests of the safety of the community.

Youmaran is serving a total sentence of 20 years 2 months and 30 days for murder and drug offences.

His murder sentence of 17 years and 4 months expires 30 September 2023; his 13 years nonparole period expired 30 May 2019.

He continues to serve sentences for 2 x supply large commercial quantity of prohibited drug and 1 x take part in supply of commercial quantity of prohibited drug, with the last of these sentences expiring 29 August 2026.

The SPA initially formed an intention to grant parole and confirmed this decision at a public review hearing today, having considered evidence including:

• A Serious Offenders and Review Council report which advised parole was appropriate and sufficient for the protection of the public
• A Community Corrections pre-release report recommending parole, noting his completion of programs and successful participation in external leave including work, day and weekend leave to assist his staged reintegration into the community
• That the State has made no submission opposing parole. (In the absence of any submission opposing parole the SPA is required to act in accordance with the principle of Sect, 148 (1)(a), and confirm its intention to grant parole.)

 Youmaran is to be released on parole 30 September 2023.

 His parole order directs him to comply with the Standard Conditions 1-11 and

 Additional Conditions of that he must:

• Not use a prohibited drug or substance except that that have been prescribed to you
• Not possess or use any prohibited weapon including, but not limited to, firearms and ammunition
• Not contact communicate with, watch, stalk, harass or intimidate the victim/s and or victim’s family
• Not contact, communicate, or associate with you co-offenders, without the express prior approval of your Officer
• Not frequent or visit suburbs of Cecil Hills, Cecil Park, Horsley Park, Kemps Creek, Fairfield, Fairfield East, Bonnyrigg, Granville, Seven Hills and Doonside.
